Advancements in neuroscience since 1985 have significantly expanded our understanding of the human brain, which we now know does not fully develop until a person reaches their early to mid-twenties. Until that point, a person is psychologically at a deficit, more likely to make poor decisions and accept unnecessary risk, and less able to control impulses. Marine Corps safety data support this finding: our youngest Marines are responsible for a disproportionate share of the total costs to the service as a result of mishaps, both on- and off-duty. Our youngest Marines are also responsible for a disproportionate share of misconduct across the force. This simple fact of biology cannot be overcome by training, education, or leadership.
