No. Especially if it is not a form of punishment, but it is simply a way of you structuring things to prevent being a bad person to the other person.
Maybe the good thing about giving somebody the cold shoulder is that you don’t say anything bad about them, or gossip about them. You just don’t acknowledge their existence, and this will prevent you from saying any bad things about somebody else.
