Until that point, a person is psychologically at a deficit, more likely to make poor decisions and accept unnecessary risk, and less able to control impulses. Marine Corps safety data support this finding: our youngest Marines are responsible for a disproportionate share of the total costs to the service as a result of mishaps, both on- and off-duty.
