A big problem; my 2 TB family iCloud plan is tapped out. What to do beyond just keep deleting old files?

The first thought is to commit to google photos, to just almost indefinitely store all of your photos at a reduced resolution and rate. Honestly I don’t think there’s much difference between high quality versus original size.
